Please do not rescind the 2001 Roadless Area Conservation Rule (2001 Roadless Rule), which established thoughtful and forward thinking prohibitions on road construction, road reconstruction, and timber harvesting within inventoried roadless areas on National Forest System lands. These lands are utilized by many people for recreation, hunting and other uses. Please keep the country, country.

The following statements are extremely damaging to public lands. No private individuals should be allowed access to this land under this Rule. This is based on a President who wants to reward his donors. This is not about the people and I am absolutely against this. "The U.S. Department of Agriculture (USDA or Department) is proposing to rescind the 2001 Roadless Area Conservation Rule (2001 Roadless Rule), which established broad prohibitions on road construction, road reconstruction, and timber harvesting within inventoried roadless areas on National Forest System lands. The intent of this proposed action is to reduce regulatory burden and return decision making for the management of inventoried roadless areas to the land management planning process at the individual national forest level. Rescission of the national-level prohibitions provides responsible officials with flexibility to better guide management of National Forest System lands and respond to changing local resource conditions."

I am writing in opposition of rescinding the 2001 Roadless Area Conservation Rule (2001 Roadless Rule), which established broad prohibitions on road construction, road reconstruction, and timber harvesting within inventoried roadless areas on National Forest System land. Destroying these important trees, which have been around for decades or longer, will have devastating consequences to our eco-system. In addition, planting trees will take decades to be effective. Please do not pass this rule.

I strongly oppose the recession of the 2001 Roadless Area Conservation Rule (2001 Roadless Rule), which established broad prohibitions on road construction, road reconstruction, and timber harvesting within inventoried roadless areas on National Forest System lands. This rule protects 58.5 million acres of national forest from harmful road construction and logging while already allowing limited actions necessary for wildfire response and forest health. Replacing consistent national protections with fragmented local decisions would expose intact forests, wildlife habitat, drinking water sources, and Tribal cultural resources to avoidable development. Project-by-project review is not an adequate substitute because damage and fragmentation accumulate over time. USDA should retain the Roadless Rule and pursue targeted improvements within its existing exceptions rather than eliminate this essential safeguard.

I strongly oppose the proposal to rescind the 2001 Roadless Area Conservation Rule (2001 Roadless Rule), which established broad prohibitions on road construction, road reconstruction, and timber harvesting within inventoried roadless areas on National Forest System lands. The intent of this proposed action is to reduce regulatory burden which need to remain in place. The National Forest system lands need to be protected and these regulations are in place to make it challenging to build on protected nations forests. Keeping these regulations in place continues to keep these lands protected for our children and should be challenging to make any shifts to this rule. Do not a recind!

DO NOT rescind the 2001 Roadless Area Conservation Rule (2001 Roadless Rule), which established broad prohibitions on road construction, road reconstruction, and timber harvesting within inventoried roadless areas on National Forest System lands. The intent of this proposed action is to reduce regulatory burden and return decisionmaking for the management of inventoried roadless areas to the land management planning process at the individual national forest level. Rescission of the national-level prohibitions provides responsible officials with flexibility to better guide management of National Forest System lands and respond to changing local resource conditions. The Forest and Rangeland Renewable Resources Planning Act of 1974, as amended by the National Forest Management Act of 1976, and the associated land management planning processes and plans are the appropriate and effective mechanisms to guide sustainable, integrated management of the resources within the plan areas in the context of the broader landscape, giving due consideration to the relative values of the various resources in particular areas. The USDA invites public comment on this proposed rule, the associated draft environmental impact statement, and cost benefit analysis, which are being published simultaneously.

I urge you to keep the 2001 Roadless Area Conservation Rule (2001 Roadless Rule), which established broad prohibitions on road construction, road reconstruction, and timber harvesting within inventoried roadless areas on National Forest System lands. I do not want less environmental regulations. Rescinding the 2001 Rule would be a catastrophic failure for all Americans.

Do not rescind the 2001 Roadless Area Conservation Rule, which established broad prohibitions on road construction, road reconstruction, and timber harvesting within inventoried roadless areas on National Forest System lands. Roadless areas are vital for the health of our rivers, forests and wildlife. These are of great value to us even if their contribution is diffuse and complex and doesn’t translate into money for extractive industries.

Roadless.org and Nicholas Holshouser, “2001 Roadless Rule Revision — Substantive Analysis,” https://roadless.org.

How it works. A large language model (an open-weight Qwen3.8 model) reads each substantive comment and copies, word for word, the passages that carry its analytical gap, evidence, request, alternative and connection to the place; it returns no scores. Code grades those passages 0–3 on eight dimensions — evidence, legal grounding, engagement with the environmental analysis, analytical gaps, alternatives, specific requests, position, and local knowledge — with legal grounding taken from a citation scan, not the model. For the strongest tenth on each side, the copied passages are checked against the comment and shown as exhibits. A comment counts as “substantive” when it clears a floor filter — it must show at least one substantive signal (a named entity, a specific citation, a stated analytical deficiency, or first-person testimony), which screens out one-line and purely conclusory submissions before any model scoring.
