Some submissions carry attachments, and some of those attachments enclose other people's comments, letters or signatures — an organisation delivering thousands at once. This is the count with each such bundle counted as the submissions it encloses.
| Submissions posted to the docket | 390,062 |
|---|---|
| … with attachments 4,162 of them count as one | 4,629 |
| Less the bundles themselves attachments enclosing others' submissions | − 467 |
| Plus the submissions the bundles enclose 15 bundles counted by the number the submitter stated | + 728,634 |
| Counted | 1,118,229 |
The records read from the bundles' files. These are not parts of the count: a few bundles' files hold more records than the bundle counts as, so they sum to 729,563, not 728,634.
Who delivered the bundles, as named in the cover note. Each bundle opens its comment.
